Berlin Declaration on Open Access
The Max Planck Society, the German Research Foundation (DFG) and a number of other German research organizations have issued the "Berlin Declaration" that strongly supports the principle of open access in science and the humanities, and lists ways in which the societies intend to put their principles into practice.
