UCL had announced plans to implement an open access policy ensuring all its research (subject to copyright) will be made freely available online through their institutional repository.
Dr Paul Ayris, Director of UCL Library Services, made reference to the pressure library budgets are under at the moment and how 'open access helps prospective students make a judgment on which University to choose, shares blue-skies research with the widest possible audience, and supports outreach activity to open up higher education to new communities'. Following on from Harvard University's open access policy, the newly established Office for Scholarly Communication have also spoken of plans to actively work on a central fund to cover its researchers open access publication costs.
