It is essential to evaluate correctly the effects of interventions and the haste to implement without a proper baseline has frequently made a quality evaluation impossible. Here, the finding that the prevalence increased, probably due to incomplete reporting in the past, makes it actually impossible to see any effect of the interventions. This makes the results of the study disappointing, although for future evaluations it is good that the issue of data incompleteness will now be further addressed.
