I recommend that our institution considers joining BioMed Central's institutional membership program. BioMed Central's membership program allows institutions to actively support open access in scholarly publishing. If we were to join BioMed Central, all researchers at our institution could publish their papers entirely for free, and make them available to the entire scientific community free of charge. We would also get discounts on subscription products, and have a customized web page created for us on BioMed Central where our research could be listed and linked to the full text on our own server.
